Dive shop owners warned to be safe or be shut down

CEBU, Philippines — In the wake of a scuba diving accident that killed a Japanese tourist, authorities in Cebu
warned dive shop owners to clean up their acts or find another source of income.

Lapu-Lapu City Administrator Teodulo Ybanez said authorities would terminate business permits of dive shop owners
who fail to follow standard dive safety protocol such as deploying dive flags and marker buoys.

Police investigators said Blue World Collection, a Japanese-owned dive shop in Cebu, failed to deploy dive flags,
buoys or warning markers in the area where Etsuko Kosaka, 52, died while scuba diving on June 25.

Kosaka was ascending at the end of a dive with other tourist divers when she was hit and killed by a speed boat.

Police arrested the driver of the boat, Antonio Cahilig, and charged him with homicide.

Ybañez told reporters that there have been multiple accidents involving tourists that can be traced to dive operator negligence.
